I know a Linux group in San Diego that was formed with the intent of
establishing a cert program. They where independant but had a strong
following, some 40 attendies when I presented. I don't know how far
they've progressed or if they are still going.

In any event I'm sure they as well as other programs have valuable
lessons learned to share.
