[BSDCert] Requirement separation

That wouldn't be about system administration certification, it would be 
about programming, which can be done on any platform supporting `make`, 
`gmake` etc., etc., .....  In my opinion, one have to make a very clear 
distinction between system administration and programming!
Just two different worlds.
