The Tabelio Officer can sign a concurrent attestation stating that the 
subject took the test in his or her presence, without the assistance of 
study aids or other people. In most jurisdictions the penalty for lying 
about that is jail time, plus permanent loss of the right to administer 
an oath or (if applicable) take a deposition.
