And yet, definition #1 is what usually occurs when dozens (hundreds?)  
of disparate individuals attempt to come to a consensus on new  
material.  It is much more efficient and productive to get an initial  
version out and allow the community to offer constructive criticism  
where appropriate.  There is no need to solicit the entire community's  
input for the draft of a questionnaire.
