I've been both a test-taker and a VE (volunteer examiner), and
formerly accredited by two VECs (ARRL and W5YI).

Tests are well-written, smoothly run and by and large work well.

There is an entirely open question pool, posted and reviewed every $n$
years. One of the complaints about the system (when I took it, over 10
years ago) is that you could cram just the exam questions, instead of
showing "true learning".
The only "practical" part of the exam was the morse code listening
part, and that could be done in several different ways depending on
the particular VE team's discretion.
