[BSDCert] pdf on psychometrics

A new publication (in pdf format) is available from the main page of the 
website as well as by direct download from:

It describes the psychometric process, and why it is important, with a 
focus on the question creation phase of an exam. This is only one phase of 
the psychometric cycle, so additional documents will be created next year 
explaining how passing scores are determined and how "live" exams are 
reviewed for anomalies.

Feedback on this publication and any questions you would like to see 
addressed in future publications are welcome.
