don't know if this will fit as a "user's group" but we have an active
mailing list here in the philippines (via yahoogroups). originally, a list
for freebsd users but now became a bsd mailing list. we also conduct
meetings discussing bsd-related topics. membership is via joining the list
at ph-freebsd at yahoogroups.com

hmm if its financial matter. we don't have any budget. though we conduct
meetings on a monthly basis sometimes, our location, machines etc. used on
every meeting are always free. thanks to some of our members who let us
use his/her place and machines for free everytime there's a meeting :-)
