Thanks for bringing this up, Joseph.
Yes, this is a known issue. The storefront isn't supposed to give an
option to pay directly by credit card as we currently can't afford to
setup a merchant account. However, the tunable which is supposed to remove
this option from the order page does not work as promised :-(
For now, please just click the Paypal button directly. Anyone on this list
who has working experience with an alternate storefront application,
please contact me via email or on freenode at #bsdcert to discuss it. There are
other quirks in the current storefront which are also irritating, especially
to non North Americans and I'd ultimately like to have a storefront which
addresses these irritations.
