It's probably more of a testing issue.  Not many port maintainers are  
running a three year old OS, so they might inadvertently use features  
of the base that didn't exist when 4.8 was released.  In this case  
the porter is using a particular feature of make that didn't exist  
back then.  Whoever made that change to the Makefile probably didn't  
even realize (or remember) that the syntax he used is a "relatively  
new" feature.
