[nycbug-talk] talk@ vs announce@ lists

It's come to our attention (again) that many people who are on talk@ are 
not on announce at .

Announce@ posts are less frequent, but are not cross-posted to talk at . 
An announce list is for announcements, a talk list is for talking.  Some 
people dont want *both*.

So do yourself a favor and join announce@ if you want NYC*BUG announces. 
  They don't appear on talk@, as least not usually.
