well I did read the man (contrary to off list suggestions), when
I set

PACKAGEROOT="ftp://ftp.nl.FreeBSD.org/"

pkg_add said:

fetch: ftp://ftp.nl.FreeBSD.org//pub/FreeBSD/ports/i386/packages-4.10-release/Latest/vim.tgz: File unavailable (e.g., file not found, no access)

so, I guess the problem was I had to "pkg_add -r vim5"
