What O/S?  What shell?  Your syntax ain't right for bourne/korn/bash :

 	# env PKG_TMDIR=/"directory I want"

you may want to try

 	# PKG_TMDIR="/directory I want"

and verify w/

 	# echo $PKG_TMDIR
