As others mentioned, you need to edit Apache's httpd.conf.

FreeBSD does not enable its firewall by default, so unless that port is
used by another program, it should be open.

Depends on the firewall you are running. You need to edit the firewall's
configuration file. For pf, it's /etc/pf.conf. IIRC, ipf uses
/etc/ipf.rules or something similar.
