Maybe it was but per the README, ./bootstrap seems the way now days.

# ls /usr/pkgsrc/bootstrap/

README.AIX      README.Linux    bmake           mkbootstrapkit

README.FreeBSD doesn't give me any more clues... I just subscribed to
some pkgsrc lists...  I post there soon...
