I think that nycbug runs a cvsup mirror and that is not the same as a 
cvs mirror, cvsup is read only cvs is read/write.  One of the
differences is all of the stuff that allows you to development is
missing, think of it like an cvs export, so all of the cvs management
files(.cvs/*) are not their.  This leads to your messages as the last 
place cvs(and rcs) looks for their files is in the current working 
directory.
