Here's another, sort of crazy-Web-2.0, approach.  Use WebDav :)  Developers
can only read/write files via DAV, which would also enable them to lock
their files while they're open and thus avoid stepping on each other's
files.

Yes, I did preface it with crazy-Web-2.0...
