[talk] Bug in Perl core distribution on OpenBSD-6.4

At the end of our presentation at this week's joint NYCBUG/New York 
Perlmongers meeting, I mentioned that one of our "Next Steps" would be 
to do smoke-testing of the Perl 5 core distribution on OSes other than 
FreeBSD.  We briefly had an OpenBSD-6.3 VM set up on 
perlmonger.nycbug.org, but it ran into technical difficulties.  But in 
the past few days we've gotten an OpenBSD-6.4 VM operational.

Yesterday I was able to test, then smoke-test, Perl 5 blead in this VM. 
That led to the following bug report:

This is really strange:  two locales-related test failures that only 
appear in *unthreaded* builds!

Any OpenBSD folks who are interested should check out that bug report.

So, another by-product of our groups' collaboration.
