[Tor-BSD] Running a relay? Update to 0.2.4.17-rc

As an addendum: if you're running on FreeBSD or OpenBSD, both now have 
updated ports.

I don't see an updated pkg for NetBSD and I can't seem to find any 
information on DragonFly BSD.
