The most swap ever used (since boot).

Using X to ignore units in this example:
   Assume 100 X swap. If the high water mark is 15 X, that's plenty.
   If it's 85 X, it's probably too small, even if we are only using 5
   X now.

   Trying to catch usage spikes.
