Thanks for the suggestion. Saw that in one of the docs. It also says that
gateway="yes" in rc.conf should turn it on.

Problem was lacking a
network_interfaces="fxp0 ed0 lo0" line.

I thought that network_interfaces="automatic" I saw in 
/etc/defaults/rc.conf maybe made obsolete having to specify the 
interfaces, but it doesn't.
