Actually this is the answer to my problem:

tcpdump  -n -e -ttt -i pflog0

I was doing it with out the -e and all the rule info from pf is stored
in the 'layer 2' info.

Just goes to shown that it is more importnat to read the directions on
things you know then on things you don't.
