Does the NFS server lock up when you see the high load on clients?
Does the NFS server itself keep working, and can you acccess the server
via NFS from clients?
Try using server-status in Apache to see what processes are doing,
although they seem to be waiting for NFS.
Your Apaches are a bit large. What is your MaxClients set to?
