No. Its for stupid people who misconfigure their PTR zone and are missing 
the dot after the PTR record.

Correct: (assuming you are in 10.1.2 zone)
99 PTR host99.example.com.

Incorrect:
99 PTR host99.example.com

The latter will result in the following PTR record:
host99.example.com.2.1.10.in-addr.arpa.

Hence, .arpa TLD.

(think about it and you'll understand why)
