If you mean the perl-after-upgrade script, I think it was mentioned in
UPDATING when it first came out. That was in June of 2005, I believe.
It was mentioned again in UPDATING when there was another major perl
version bump.
It worked quite well for me both times. Actually, I was so impressed
that I wrote its creator a thank you email.
