I second pfSense on a soekris. Worked nicely for us when we used m0n0wall to implement a university housing network.

+1 on pfsense on a soekris or pcengines alix board.

Simple, easy to manage, hard to break.

Scalable if you need it. . .

Sure, using pf (or ipf, ipfw) on a regular box on a regular full bsd 
makes sense in a many contexts, the reality is that for the vast 
majority of installs, pfsense more than sufficient.

There's times we've gone each of the two different routes, and it always 
depends on numerous questions.

But for 3-5 users, as JV stated initially, pfsense is gold.
