I disagree that it falls outside puppet's purpose.  I know many people 
that use puppet for first time configuration.  That's why there's "Unless 
=>".  Unfortunately, that means that everytime puppet runs on a host, 
it'll check to see if it's in cacti (once I get the scripts written 
properly).  That could be good, or bad.
