Time Warner through NY state is using 24.0.0.0/8, also.  When I worked
for them years ago, all our Rochester servers were in 24.93.x.x, and
Syracuse was 24.92.x.x, etc.  My current Time Warner fiber link at my
workplace is 24.39.x.x.
