Tor has pretty minimal dependencies. On FreeBSD, it looks like you need 
nothing more than your toolchain, perl, libevent2, and openssl.

I'm not sure upon what version of FreeBSD pfSense 2.1 is based. But the 
actual building of the new package should be quite straightforward.
