[Tor-BSD] Relays don't work on FreeBSD 10.2p3

I have a box running 10-stable that could be upgraded to 10.2p3 soon to
test.  What's the svn revision info?

However, it's not running out of a jail, which could be a relevant
variable.  And more importantly, it's running security/tor-devel, which
is 0.2.7.x
