Looks like you are using a /bin/sh shell or derivative.  Try: 


  PKG_TMPDIR=/foo_dir
  export PKG_TMPDIR

  pkg_add foo_pkg.tgz


Directory /foo_dir must have adequate space, or it won't be used.
