I run OpenBSD 4.0/i386-STABLE for my bsd-appliance project development 
needs inside a WinXP and a Linux 2.6 host.  Version 1.0.1 build-29996.

No keyboard problems here.  Standard Dell hardware.  Mostly PS/2 
keyboards.

Did you try disabling USB passthrough?
