Yes. Even old and crappy power supply is not likely to be <75%
efficient even at low load.

No. What will bring it down to 150W is removing second CPU. If this is a
"Nocona" generation CPU, power consumption per CPU is 120W at full load.
Prestonia is 90W.
Replacing PSU might get you from 75% efficient to 85% efficient, but that
ain't that much.

Each drive uses ~5W at idle, 12W at load.
