Argus might be a good place to start:
http://www.qosient.com/argus/index.shtml
it can throw its records over a socket so nothing sits on the box.
You should be able to do a billing/usage report easily from the
records it generates. Netflow is another way to go for raw data.
Managing bandwidth dynamically would require more work to get going.
