never done this with pfsense - but i do make extensive use of
dummynet(4) in my lab environment here.

I've setup a freebsd box as a router/packet-filter between two subnets
and used various dummynet knobs to simulate latency and packet loss like
one would see on the internet.  this has been very useful and actually
pretty easy to manage.

you could also setup your dummynet box as a bridge as well to negate the
overhead of vlan/subnet traversals - but i have not had that requirement
yet in my environment.
