That's probably old. netpgp and netpgpkeys (there are two separate binaries;
the second one does the key management part) is a full gpg replacement
suite... agc at netbsd.org maintains it and he can answer more questions in
detail, or https://en.wikipedia.org/wiki/Netpgp
