[Tor-BSD] chown: _tor: illegal user name on FreeBSD 11.0-RELEASE-p2

Hi!

It looks like you pkg installation has failed. Did you use ports or
packages? Maybe you can install it again or have to create the user.
Normally it should work with tor-0.2.9.8. That's a bit strange.
