[Tor-BSD] tor 0.4.7.7 heads up

The release candidate will move to 0.4.7.7 tomorrow, and it's vital that 
port maintainers update to this version ASAP.

0.4.7.7 will be a critical upgrade for exit relay operators, and 
includes a new feature for congestion control. All others are strongly 
encouraged to upgrade also.

I reached out to the BSD tor port maintainers. The NetBSD/pkgsrc 
maintainer dropped maintainership the other day unfortunately, but 
hopefully someone can either pick it up or at least bump the version.

-stable,quarterly,whatever ports hopefully can get 0.4.7.7 backported.

The formal announcement for 0.4.7.7 comes out next week in a Tor blog 
post, and all the BSD ports should be on that version.
