[Semibug] Networking question

Everyone,

I am working with an application that wants to talk to its own external
IPv4 address on port 8168.  It keeps giving me an error that it cannot
connect.  I am using NAT and when I try and telnet to that port from the
same machine, I can verify that it fails. I can, however, connect from
different machines. Is this a NAT issue, a routing issue, or something
else.  I am hoping it is something simple that more knowledgeable people
will be able to answer.
