I don't know if you're using OpenBSD/PF as you had planned earlier.
Even if another OS is involved,
it is possible you are experiencing a problem with Reflection and
Redirection. See:
http://www.openbsd.org/faq/pf/rdr.html#reflect
which may give you some insights.
