FreeBSD jail provides a very different functionality to Xen.  Although
jail(8) is a very different system than it was ten years ago. I think
NetBSD was the first to support Xen (Johnny Lam meeting... 2005?), but I
think more of them have support as guests.  Although maybe only NetBSD
can do dom0, if that's what you meant.

And to keep up with the hip Linux virtualization "default choice" seems
like a difficult task.. so I'm not sure what you mean by "consistent."
