They didn't. Fetch the package
(https://stable.mtier.org/updates/6.0/amd64/tor-0.2.7.6p2.tgz), untar
it and look at share/examples/tor/torrc.sample.

Just to answer your curiosity, for unbound it's done at
compilation time:
