[Tor-BSD] Tor 0.3.0.x in OpenBSD 6.2

Hi Pascal,

with tor 0.3.0.x being unmaintained since 2018-02-01 I'm
wondering what will happen with the tor version in OpenBSD 6.2.

[ ] upcoming security fixes will be manually backported
[ ] tor version will be changed to a supported branch
[ ] tor version will remain as-is
