[Semibug] jail.conf.d question on 13.1

Ok, so 13.1 has /jail.conf.d directory

as near as I can tell, I have to add the name of the jail to the 
jail_list parameter in rc.conf.  Does anyone know of any way to have 
FreeBSD start all jails in /jail.conf.d , without listing them.  Not a 
huge deal but just wondering.  The directory does make automation 
easier, but having to edit the rc.conf file is still a bit of a pain
